Must be my ears or something because the Stereophonics one does sound different to the one played at the end of The Office.....

As for who did the original:
Mike D’Abo, the original composer
He wrote the song in the late sixties, and it was released on a one sided 7-inch acetate in the UK in 1970, upon which his name was incorrectly spelt Mike D’Arbo.
Mike D’Abo is best known for being the lead vocalist of Manfred Mann after Paul Jones left to pursue a solo career.
