I've been clearing my overgrown back garden only to find 10 asbestos roofing panels.
Any clues on how to dispose of them properly, but without paying environmental health £400?

FFS DO NOT BURN THEM. The temps you get in a normal bonfire only release the fibres and spread them in the smoke. There is a very good chance that you could spread them around the neighbours. Bite the bullet and pay for proper removal and disposal.

Do your council really want 400 quid??
Birmingham Council will remove (er, pick up bagged) asbestos for free. It is in their best interests to provide such a service otherwise people may start fly-tipping the stuff.

The refuse collection service can make a free collection of cement asbestos (e.g. roofing sheets, pipes and guttering) from your home providing that:
1. The cement asbestos is wrapped and sealed in heavy duty plastic sheeting
2. The cement asbestos is stacked in quantities that two people can conveniently handle
3. Any cement asbestos debris which is to be collected is sealed in double plastic bags.
Please note that asbestos material CANNOT be taken directly to the Public Waste Disposal (PWD) sites.
If you have yet to dismantle the structure in which the cement asbestos materials are present, it is advisable that you take the following precautions:
1. Clear the area surrounding the structure prior to commencing work.
2. Pre-wet the cement asbestos materials to be worked on.
3. Wear a disposable protective face mask of a standard suitable for work with asbestos materials.
4. Remove the cement asbestos materials with as little breakage as possible - DO NOT BREAK IT UP.
5. If tools are required to affect its removal, use hand tools as opposed to power tools. This will assist in minimising potential dust levels.
6. Wrap and seal large pieces of cement asbestos materials in heavy duty plastic sheeting.
7. Damp down any debris from the work and place it, along with any smaller pieces of cement asbestos and used face masks, in double plastic bags.
Please note that this advice applies to cement asbestos products only!
Once these steps have been completed you can arrange for a collection of the materials by contacting the Department using the contact information above.

checked with the council (Reading) - the local dump has a special container for asbestos coated roofing.
I've just got to bag it up and take it down there, luckily my scooby is a wagon

YES they DO explode when burnt. The farm at the back of our house had its old barns catch alight a couple of years ago...WOW did those old asbestos roofs go with a bang...like the 4th July !!and they burned for about 4-5 days !

As has been said bag up the sheets and take to a specialised dump. Do not break it up first!
New regulations come in for non-domestic properties next year. They have to have an asbestos policy, have to know wheyther there is asbestos in the building etc. Just wait to see all sorts of cowboys offering services to survey for asbestos!
