Does it need to be attached to the car? What if I get a fog horn? (i'm having trouble with my steering wheel horn)

Yes it needs to be attached and working, but you don't have to have the normal horn working. You can always get one of those bicycle horns, you know with the rubber ball you squeeze. Its not elegant, but if its attached and can be heard, it will get a pass.

I think the term used to be "audible means of approach", but shouting doesn't count!
