Anybody used it, what's it like and what do you need.

Used it sometime back so this may not be 100% and this was version 1.5.
You connect up to a server in states with video/audio input.
When your colleagues connect you invite them into a meeting room.
You can then chat away ( audio / text editor ) and give/take control of the other machine.
That's the best bit.
When I used it there were a lot of pervie types on there ( along the lines of 'I have Video - Wanna watch me get off' ).
Although my mate was registered with the name John Isard and he kept getting pestered by ladies ( and the occasional chap ) wanting to go into a meeting room and discuss things .
Things may have improved with the later versions.

I am not sure that you will get the image quality that you need to get a clear idea of what the individual is doing when building the PC (assuming that is what you mean).
But, give it a go... it costs nothing once you have the hardware sorted.
I would recommend getting a camera with a dedicated capture card. Something like the Winnov videum, as you can get away with a slower PC. You take a massive processor hit running capture via USB or parrallel port.
The video codecs are bandwith dependant. That is to say, the better the bandwidth you have the better the picture is going to be.
Lighting well and restricting movement can add greatly to the quality of the experience.
Get the latest version of NetMeeting, it ships with IE. Version 3 is the latest you can get before you move to the Windows Messenger version that is part of Windows XP.
It won't work through firewalls or NAT/PAT.
Good luck, and try different products, there are lots of free ones out there.
