Urgent - help needed

A friend runs a website that is being maliciously atacked. It is being bombarded from a single IP Address resulting in the site falling over.
Can anyone reccomend:-
1. Ways to protect the site from such attacks
2. Ways of tracing the ******* doing this.
I think that the person doing this may be from a rival website that launched a couple of days a go.
