New number plate regulations

Hi,
Can anyone clear up for me what seems to be a grey area.
According to the new number plate regulations a business can only supply number plates to a person who produces photographic evidence of who they are (passport etc.) and evidence that the vehicle belongs to them (V5 etc.)
According to the regulations here http://www.dvla.gov.uk/vehicles/rnps.htm this will apply to online companies also. I cannot find anywhere how the online companies are supposed to perform the required checks on the people & vehicle, can anyone help?
Also, from my understanding of the page it is also now illegal for a business to produce non-legal plates. Does this include "show" plates or will these be ok to sell as long as they are obviously sold with the express understanding they're for show use only?

That's got tot be bollox really hasn't it - I'm having a new car imported from Europe, and have already purchased an 03 plate - I'm having it delivered to my door fully registered - at what point are the importers going to know that I'm the guy in the passport...
