Does anyone know how I can find out if a Flat is leased, and who the leasing agent is, this is in Scotland.

Reason I ask it that my upstairs neighbour is a noisy b*&$£*d, and I want to see if I can complain to the owners/leasing company, before I involve the Envirnomental Health people.

Not sure of how to find out who's leasing it although you could get the owner from the land registry in Edinburgh. If its late night music then the Police are best option followed by local council for other things.
Make your you keep a diary of time and date of every call to council/police and get the names of the people you speak to as it can be used in evidence if needed.
