Buying stuff from the US

Just a quick question for those who know. I've bought loads of stuff from the US and never had any problems, but my fiancee has just bought a wedding dress (private sale, one previous owner, low mileage) and she's been charged over £30 in VAT by Customs and Excise, and about £4 in import duty. Should she have had to pay VAT on an item bought from a private individual? Value was marked as $200 on the shipping label.

In a word, yes. The only exceptions are low value items (under £17, I believe). It doesn't matter whether they're bought from a store or a private individual, or whether they're new or used, or whether they're a gift or not. You only get a duty-free allowance (of about £250) if you physically travel to the US and bring stuff back with you.
