AFAIK, they can in some circumstances, depends on the supplier!!

Some utilise DROP down windows, so they lower the window so the camera can see you.

High tech ones use the one way glass kind of thing.

The ones in operation in parts of wales definitely operate through the rear tinted glass (/plastic?) window. No visible camera.

I think their operating manual permits that they use the camera through the flap or with doors open. If they dont then you can get off. Something to do with the diffussion of the laser or something through glass.
