Central London "Congestion charges" Do foreign plated cars have to pay???

I doubt visiting tourists will have to pay, but if they get a foreign plate driving through every day, they'll soon start looking into finding the car. Bear in mind that the charge doubles if you don't pay by 10.00pm and gets even higher the next day (£90?). If they catch up with you, you'll go straight to the Tower!
An example that is relevant here was a story from a while back. This French car was going through the same speed camera every day and getting flashed. Eventually the Police started looking into it. Because of the time of day this guy was being flashed, they guessed he was working in a restaurant. They checked out the French restaurants in the area and found this French car parked outside one. I gather he'll finish paying off the fine in 2068...
