F 11 GLY would have been released between August 1988 to August 1989

I've been asking DVLA for ages.
Go to their website (www.dvla-som.co.uk) and there's a link in there where they will email to advise you when they are to be shortly released). Having spoken to a number of private plate companies, it's most likely going to be next year.
