Another Dodgy Phone Scam - Warning

This number rings on your phone for 2 rings, then cuts off before you get a chance to answer. You wonder who has phoned you, so you ring back. It rings, says "I'm putting you through" or "trying business line - press 1 for next number" or some such rubbish.
You never ever get to speak to someone & 0706 is a premium rate number
I don't know what the cost is or whatever, but the people behind it will be making money on the length of the call.
What pi$$es me off is the fact that they are obviously randomly ringing numbers in order to get people to ring back
The number is one of a series that is managed by Freephonetelecom which is in turn run by Totem.
Their phone number is 08000 199 199
So if anyone gets hit by this, ring 'em up & complain as it is one of their customers that is doing this. Then complain to the police & oftel.

I would like to know too.
It may, in fact, not be Premium Rate, but the services that Totem offer are for "follow you round numbers" or numbers that can be transposed onto others.
Oftel reckon no "charge sharing" for that series of numbers but try & think of any other reason why when you ring back you never get through? Vodafone tried & got the same message etc etc.
Anyone throw any light?
(Also Voda can't tell me for 2 days how much they are going to charge for those calls )
