Right, there are several dates.
Weekend first week in July
Two weeks further on
End july/ beginning august(weekend) This is the biggie!!! Juilletistes heading home, Aoutiennes heading south! Awesome, and AWFUL! AVOID at all costs.
Two weeks further on
The organisation you want is called "Bison Fute" and there should be an accent acute on the "e" ( It means "happy Bison...don't ask me why)
Don't know if they have a website, but would guess at yes.
They classify their dates as green, orange red, and black, black being the dates to avoid.
They also rate various routes as above, so are v. useful.
They also have LOADS of alternative route through various parts of France, called "Route Bis", which are v.easily followed, excellently signed, quiet, and loads of fun in a car on it's own.(No trailer).
Michelin map 911 shows them all, and is pretty good for route planning, costs £4. Alternatively, Bison Fute have stand on many of the autoroutes to the south, and will give you a copy of their map for nowt.
Hope this is of help?
Edited to say: found their website: www.bison-fute.equipement.gouv.fr
It's in French, so you'll need some of the lingo. Best of luck.
