Anyone know what the rules are on dogs? When must they be on a lead?

The house two doors down has three which they let out to run whilst they stand in the road or more often in their door step. I know they are only small but I hate dogs and feel in a residential area they should be under proper control.

Theres no rule that the dog should be on the lead but IT must be supervised by its owner,if not you can complain to your local council.

 

Yeh know how you feel. House next door opens the front door and lets out 4 of the little gits each day. Not even supervised,
Oh by the way its kids - not dogs.
I wish they would keep these noisy liitle sh*ts on a lead.
