New road markings - what are they?

Whilst driving home from work the other day I noticed some weird markings on the road and wondered if any of you could shed some light as to what they are for.
They are on Fulford Road in York as you head towards Selby, if anyone knows the road.
Basically in the middle of the lane there are 2 squares side by side about 30cm x 30cm each, the left square is yellow and the right square white.
They are painted approximately every 1/4 mile but the funny thing is the squares dont stay side by side, the yellow square gets further away from the white square each time.
Sorry to witter on but i've been wondering what they are for a few days now.

The idea is that all the motorists are too busy looking at the squares on the roads, that they have accidents. That road can then be classified as an accident blackspot and fifty speed cameras can be intalled on it.
