Councils are thinking of putting sensors on/bins for the elderly so that if after 2 weeks if the bin hasn't been used authorities can intervene.
My god 2 weeks,! our family had bed and pendant sensors on a relatives house and a 15 minutes alarm wasn't enough to save them. After 2 weeks they will be well and truly putrefied

In my experience, councils would not invest in anything like this - unless it would generate more revenue than the cost.
Remember how big the council pension pot holes are!

They have this system over in Ireland
Had my bin stolen several times.
People get to know who's paid up and get their bins emptied and just steal them to get a few free weeks.. While you have to pay a premium to get a new chipped bin to replace it..
