for 400, you can have a fantastic digital camera, upgraded flash card, and a digital printer!!

I was asked the same question recently, by someone who hasn't troubled to say thank you.(rant over)
The enquiries I made with a dealer I occasionally use were as follows:-
Ricoh RR10. 2 megapixel, 2xOptical + 2xDig zoom Docking station type - £299
Kodak 3600. Pretty much as above - £280
Yashica 3 megapixel 2 xZoom £300
You could also try the Nikon cameras shown at http://www.internetcamerasdirect5.co.uk/ I didn't include them initially, as I didn't think they'd be as cheap as they are. It's a personal thing, but I would think the Nikon and Kodak models are probably worth a look. However, the best way is to go to a photographic shop to pick their brains, and have a play, then hunt around the crap-shops like Dixons/Comet etc for the best prices. Unfortunately, the crap-shops' staff usually know less than the customers.
