What a ridiculous article, he was quite clearly being fined (rightly or wrongly) for not having a valid parking ticket. The comment about tax discs is just a redundant field on the form that generates the penalty notice. Anyone with half an ounce of common sense would know vehicle taxation isn't anything to do with the council any way.

It turns out that he wasn't displaying his 'blue badge' at the time - which he admits to not doing so. He thought it was on display however and so did not buy a parking ticket. Obviously the parking attendant should have summoned up his psychic powers before issuing the ticket....!!!

Were on an ad generating site lol
I remember going to a car park and found free ticket on machine, thought happy days
But when returned to my car, noticed ticket on window, just a warning saying next time i need to display my ticket not receipt
luckily no fine
