i want to know how to photoshop ars and which program is the best cheers

This is in the wrong section. Computer section is what you need.

The best program to photoshop car is Adobe Photoshop. the latest is CS2. and costs in the regon of £450+ ex VAT

for starting out you could do worse than getting a version of paintshop pro - learn the basics on this then try and "borrow " a copy of adobe of a friend
