On some HID kits, there is a lever behind the lights that does just that. A dealer ought to know.

If it's not there, I'm afraid the answer is no.

Except temporarily by using beam deflectors, tape etc.

Hello m8.
I was in the same boat as you, needed to switch beam pattern for Germany. I was told that the only way to change the beam pattern was to mess with the mirrors inside. As alcazar has said there may be a switch, or use beam deflectors. But bare in mind the switch dosent change the pattern of the beam it only cuts off the flick so you don't blind other drivers. If your going to live there then neither the switch or the beam deflectors will pass there equivalent of an M.O.T. I had to bite the bullet and buy some new headlights and im affraid you will prob have to do the same.

Hope this helps

Thanks for the info chaps, can I ask where you got your new lights and a rough price ( I expect I will need to take out a mortgage now! )

I originally ordered some from neonmotorsport but they took over a month to arrive. Because i needed them quickly had to order another set from a Subaru garage in Germany. I paid 490 euro and they arrived at the garage in less than a week.

The rough price for my 2004 blob was around 500. I found that The European dealer prices were around the same as the online companys.

Thanks chappy, looks like I will have to scope out a French Subaru dealer.
Thanks for your input.
