Computer guys tend to do this.........when they need to show us how clever they are.

The REALLY clever ones put it in English for you without having to be asked.

he is also gunna wire in a control button for the dash push on/off twist to raise lower limit level . bit like a stereo volume lol

It loks like its partial VB code. There are no 'dims' and thats an 'if statement' was he joking with you or are you running a pc application.
