Default changing mileage (legally)

Hi guys, just a quick question,

My dials packed in recently so the only dial that now works is the fuel gauge, so i've got a set of dials from a scooby down the local scrappy that work perfectly in my car.
However, the mileage now reads about 25k over what it actually is. I phoned a guy earlier who said he can change it back for me, but my car is off the road at the minute so I can't get to him. He told me to take the dials back out of my car and just take them to him, because he thinks he may be able to change the mileage without the dials installed in my car.
I'm thinking surely this won't work???? Is he having me on?
Cheers in advance guys

I know mileage can be changed, but what i'm asking is: do the clocks have to be wired up in the car to do it? Can it be done just holding the set of dials that aren't plugged into a car?

Yes clocks have to be removed from car to change it. The mileage info is stored on a small EPROM on the cluster

I had the same problem when I swapped my dials. Found a number at the front of the Autotrader and had the mileage reset for £40. I removed the clocks for the guy who did it and he just plugged a laptop in. It took about 10 mins !
