Question LED lamps and MOT

Was sat behind a BMW 330 at traffic lights and on one side 8/20 of the LEDs that make the brake light were not illuminating.

Would that be an MOT fail on the grounds that a) if its fitted it should work, or b) showing asymmetrical lights when braking?

Got me thinking about LED daylight running lights. What if say 1/6 LEDs fails, would that be an MOT failure?

tecnally i guess its still working so cant.. fail .. but it could fail if light out put is seriusly reduced... or if you work on less than half a light can be obscored and still pass would 8 out of 20 not working be considered less than half obscored because its not showing light

Im sure three quarters of the leds have to work or it fails as my mate had to renew his on his golfs spoiler and the stealer wanted £250 just for labour because the spoiler is bonded on and it take 3hrs to set
