Are they plug and play kits? If so, one side is completely independent of the other.

First thing to do is to fit the lamp, (bulb), from the side that ISN'T working, into the side that IS, in order to eliminate the bulb as the culprit.

If you can then be bothered, substitute the ballast from the non-working side into the working side.

Should give you an idea as to which is the culprit.

Oh, and, should you need new parts, DO NOT buy cheap. Cheap copy ballasts cause more problems than enough.

However, as BOB5 says, the two sides are independent, so if you have had problems with BOTH sides, check all your wiring, connections, etc, looking for loose/corroded connectors, or chafed wires.
