Angry Fitting sti heatlights to bugeye wrx- problem

I have a 02 bugeye wrx - recently fitted non hid sti headlights, but the full beam light is always on the dash display, when i go to put main beam on for night driving all the lights dip to 6v. the relays have been checked - so the mechanic is scratchin his head at moment, he has had my car since wed 24th. Has anyone got an idea of what could be the problem - cos i am getting well peeeed off. cheers
