If you want specific help it'd make it easier if you told us what type and model year of car you're talking about. In general terms though, you need to remove the instrument panel surround, and then the shroud, up to the point where you can get at the three (if I remember right) screws holding the instrument cluster in. Once you've undone the screws and disconnected the connections going to the cluster, take it out, and the individual warning bulbs can be removed from the back by turning them anticlockwise.
You can either pay through the nose for a complete drop-in replacement at a Subaru dealer, or unwrap the old bulb's wiring from the plastic fitting, buy a replacement 12 volt grain of wheat bulb at Maplin, and carefully ease it into the fitting, wrapping its wires the same way as the original. Reassembly is the same but in reverse.
