Sounds like the wiring is in place for some sort of lights, BUT:

What sort? If you have a circuit tester, select main beam and if you find one of the wirers behind the lamps live, they are driving lights. There MAY be a switch inside, which also controls them, so look first. Your circuit tester should show NOTHING once you select dip. If it shows live when dip is selected and the inside switch is on, they are fogs.

Does it have a relay?

Does it have the switch inside?

Is the fuse in place?

A simple one, like the ones sold at car shops, will do. Mine was £2, and has a brass body with a bulb in it, a needle point for piercing insulation, and a lead with a crocodile clip on the end to attach to a decent earth.
