Adjusting PIAA driving lamps

Anyone know a smart way to adjust PIAA driving lamps?
The 'official' way, I think is to unscrew the mounting plate from the bumper, slacken off the nut at the back, adjust lamp (which is now off car!?!), tighten nut and screw the plate back on.
I've tried just moving the lamps, this works OK, but after a while the lamps droop down out of alignment.
Also, there seem to be two spacers on the mounting bolt, one for up/down adjustment and one for left/right. I wondered if I could take out the left/right one, to make the light sit closer into the bumper?
