Fit some spots in place of the useless foglights. The old Scoobysport used to do a kit based around CIBIE Oscar+ and Subaru did (and maybe still do) a conversion using PIAA lamps.
I've got the Scoobysport kit on my MY95, and it's like the difference between night and day.
Edited to say that MRT do an up to date kit based on CIBIES - http://www.mrtrally.com.au/performance/spotlightkit.htm
