Converting bugeye fogs to spots
The bugeye fogs appear to have a removeable cap over the bulb.
I guess this is to bounce all light backwards and diffuse it across the reflective back, giving a wider but less intense beam.
The caps look like they can be removed quite easily to allow the light to be directed forward like spots.
Is this diffuser cap all that makes the difference between designs of fogs and spots?

Not at all. Fogs have either a different shaped reflector, (in the case of those with a clear lens), or a different lens with many "flutes" running vertically to spread the beam sideways. If it was as easy as a bulb cap, why would anyone pay £200 or so for driving lights.........
