4 speed Heater fan problems.. HELP!!

4 speed Heater fan problems.. HELP!!
I have a 1997 Impreza sport with a regular heater- No aircon fitted. The fan doesnt work on the first 3 speeds- only speed 4.
The relay clicks positively under the dash in all speeds as it should, but the fan only fires up in speed 4.
I thinl I need the to replace the resistor that restricts fan speeds to achieve 1,2,and 3 but dont know where it is??
Any ideas folks??

99.9% possibly correct on saying the resistor is the problem
Normally located in the heater box/unit itself and in the air flow,or could be electronic switching,never really looked just possibles like other systems use,easily diag'ed just measure the voltage at the fan plug while varying the speeds.
