Agree with big500: I'd suspect the ballast, myself.
Is it possible to move the ballast from the side that ISN'T working, and plug it into the side that IS working, leaving the working LAMP where it is, ie: ONLY move the ballast?
If it is, and the problem persists, contact Autolamps online for a quote for a new ballast.
I'd also reinforce the bit about being VERY wary of the OUTPUT side of the ballasts: 25kV is not to be messed with![EEK!](https://www.scoobynet.com/images/smilies/eek.gif)
