Yes, you can buy headlight bulbs with a bluish tint, but they actually give less usable light than ordinary bulbs, let alone uprated or 50% extra bulbs.
Since Scoob headlights are not among the best, (by a LONG way), it might be beter to forget the bluish tinge and go for something that will let you SEE properly.
You COULD of course, go for actual Xenon lights, if you have a spare £600 or so lying around:
