AFAIK, you need to take two things into account:
Who makes 'em? They are NOT all the same, and cheapo copies may put more light where you don't want it, so dulling the performance.
6000K is the colour temperature. 4000K is near daylight, opinion says that 6000K is further towards blue, so they look trendy, but put out less illumination.
Depends what you want? To look good, or to get a good look?

I bought the same bulbs from ebay and in my opinion the light quality is abysmal.Main beam gives less visability than dipped and is generally a crap upgrade (if thats what you want to call it) to the standard bulbs.End of the day you pay your money and take your choice but in my recent experience they are cheap for a reason, that reason being crap i'll be swapping mine back for the original bulbs later.

Xenon does nothing other than help the life of the lamp, read our site How and Why if you want to learn more. It does not effect the colour and £11 for a cheap Asian lamp is 15 x what it costs to make. Therefore if its really 6000K it will have a Blue Filter. The Asian filters are not a dichroic coating so you may as well paint the lamp with Blue Paint!!. Poor performance, poor life , and a huge price for the cost. In a halogen lamps life which is enhanced by Xenon the total percentage of the Xenon is only 2-3% of the total gases so this is just plain rubbish
