The PIAA spot lights on my RB5 point out to the sides so when going down country lanes they just light up the hedges. I asked my local dealer to adjust them to point straight ahead , but after charging me around £30 for the pleasure, they are no different!

Before I take it back, is this how they should be or not?!

They can be adjusted to point anywhere you like within reason but the left to right adjustment is the more difficult as the lamps have to be taken off their mounting to be adjusted. It is a bit of trial and error and patience of course but not impossible to do yourself if you have an hour or so.
