The usual method is to get an auxilliary 4 pin relay from a car accessory shop. As I assume you want the driving lights to come on with full beam you break the supply to the foglights and connect to the switching side of the relay. The other side of the switch you connect to the new driving lights (this wire originally went to the fog lights)The original earth wire for the fog becomes the earth wire for the driving lights.
You then use a connection into the full beam wire to one of your headlights to drive the relay. The remaining extra (new) wire goes to earth. You will get a wiring diagram on the packet when you buy the auxilliary relay.
What happens then? well, when you push in the fog light switch - nothing. When you go to full beam the fog light switch will light up and the driving lights will come on. The driving light being selectable on whether the fog light switch is in or out.
The above assumes that the P1 driving lights are the same wattage as the fog lights. If they are greater then you need to do the connections differently and use the car battery to power the driving lights directly via a relay otherwise the wiring will be overloaded. Probably easiest way is to use an additional relay to above.

Am I just being stupid but Assuming the P1 driving lights are the same wattage and therefore don't draw any more current, can you not just connect them instead of the fog lights and use the switch to turn them on and off
Right I'm ready, My flame suits on

In answer to Wiseguy...
Driving lights can only come on (unless you want to break the law) when the high beam is on. Hence the relay which is switched by the high/low beam.
The fog light switch can be utilised, but only so that there is an option of having the driving lights active or not during high beam.
