MY03 ABS

In icy weather/snow, does anyone know which fuse should be removed from an MY03 fuse box to prevent the ABS from cutting in? It says there are two in the owner's manual,'ABS Solenoid' and 'ABS Ignition'.

I don't know which is but a friend took off the one ABS fuse in his WRX03 and ABS still working...very dangerous as he drives on very icy roads and even slight handbrake use can destroy the differentials!
