Best driving lights? For a Scoob?
Has to be Scoobysport's HID ones, using Hella 1000FF units with proper HID lamps and ballasts made by Philips. NOT cheap but way above the rest.
After those come the PIAA ones or Scoobysport's Cibie's.
Good lighting, and cheap, but fiddly to fit and get stable, are the Prodrive ones using Hella 1000FF units with halogen bulbs.
I'd be inclined to look at Scoobysport first, then TSL, Graham Goode, and your local Scoob dealer.

BTW: if you want to see the Herlla lights "in action", go on their website, and have a go on the "virtual light tunnel".
