Hello, I'm in the US and I'm looking at a car that has a 96 EJ20 in it. In order for me to get it to pass smog it will have to have an OBD-II port. If it doesnt, is it possible to convert it?

No, these cars aren't OBDII compliant. It's theoretically possible to convert them, but whether it's a practical/economic proposition is another question...

You'd need to get hold of a complete ECU-sensor-wiring loom combo from an MY01 (or newer) car and graft it on. Not cheap, and plenty of possibility for pitfalls...
