Are these adjusted for driving on the left? I've got these on my UK car and drive here in France- they seem to light up the other side of the road more than the right side. This got me to wondering can I adjust them for "wrong" side driving and if so how?

A properly adjusted driving light points straight down the road in front of the car, as they have enough "spread" to illuminate the whole road.
Have a look at the mountings: is there an adjustable mounting nut? If not, try washers under the appropriate parts of the bracket, to push it slightly the way you need.
Before doing anything, sit in the car on a long straight dark road, with the car parked central and level, and get someone to cover your headlights, bits of card taped on with masking tape will work, leaving only the PIAA's illuminating the road. This will show you if they really are doing as you think. The effect you describe is often caused by road camber, road position, roadside vegetation, etc. Try it and see.
