Driving lights every time, unless ALL your driving is done on dead straight roads. Otherwise you get a "tunnel" effect.
I remember having a pair of 7" Lucas "Flamethrower" spot beams on the front of an Escort. They lasted about 6 weeks with hardly any use b4 I sold them.

Some people mix them i.e. driving lense on the near side and pencil on the off side.
