MY02 WRX. Checking the lights last night and my car only has one high intensity rear light, it is on the driver's side. Is this correct? The passenger side light cluster looks like it could support a light.

Yep. By law you only need one rear fog light and it has to be on the off side of the car, ie right in UK and left for countries who drive on the left. (And that makes all Pogo 206's technically illegal as their's is centrally mounted....).
Most car makers make a single loom and set of rear lights so just put the bulb in the offside cluster depending on where the cars going. So that means for the cost of another bulb you can often fit the second rear fog light. Not sure if this applies to scoobies or not.
I used to do this with each car I bought thinking that then a bulb failure wouldn't leave me fogless. Now I've come round to the opinion that rear fogs just end up masking the brake lights and the risk of getting rear ended by someone who doesn't see you braking is more likely. After all how often is it really foggy enough to need them? This morning every other car had their fogs on while you could see cars perfectly well 10 ahead in the queue with no fog lights. W*nk*rs.
So IMHO on balance you're better off with one only.

Checked for myself. There is a blanking plate over the rear of the light cluster where a nearside fog light would go, and no signs of appropriate wiring loom. So it looks like one foglamp only without a lot of work
