The car should have had a rear foglight fitted so as to pass its SVA (Single Vehicle Approval).
How long has the car been in the UK?
As for sorting it, it is not a major problem, just means fitting of a switch, and a foglamp and a simple bit of wiring.

No need for a bolt on light. TSL sell red bulbs for just this purpose, simply rewire your offside reversing light to a switch on the dashboard, you should have some blanked off switch spaces, then insert a red bulb in the light holder & hey presto, job done & no ugly bolt on light. Dont bother to try & interigate the wiring lume, simply run seperate wires through the car, it will be quite small & will go under the carpet etc.
One point to check & I dont know the answer, does the switch on the dashboard have to be the illuminating type to tell you the light is on
