Are there 4 or 2?

All 4 bulbs are working as tail lights, but only one as a brake light. One bulb has definitely failed (black) but the others all work when tested.

Do only two get power when braking or have I got a more difficult issue to solve?

If someone could check theirs for me that would be great.
