Default Simple rear seat belt question for classic

Im just refitting my rear selt belts as the previous owner had taken them out.

I seem to have 2 bolts that fasten the lap belt and female sections to the floor at either side about a foot in from the door card. The bottom mounts at the outer edges, nearest the door cards are the same thread but I seem to have bolts with and eye on the top not a nut.

So the questions are these.

Are the bolts correct?

Do the lower mounts for the seat belt itself fasten with the loop on the bracket to the top or the bottom? It llooks like this one is sideways and the flat part of the bracket should fit into the recess.

I had normal bolts on my car, not eyelets. I also had the bracket going north/south as opposed to the east/west orientation you have them at.
