Default fitting a steering uprated wheel/boss to a 1996 type r problem

Has anyone had issues fitting a steering uprated wheel/boss (omp) to a 1996 type r?
Fit the boss and wheel but on the final 1/4 turn to do the centre nut tight the steering is heavy to turn, release the pressure from the nut and can turn steering as normal.
Its like something is being squashed but cannot see what.
Any ideas?

Try adding an extra washer under the nut.

My original boss/wheel had 2 washers, i mis-placed 1 of the washers when changing for an OMP boss/wheel, when i found the washer and re-fitted it the steering was lighter (back to normal).
