I have to go work every day. when I'm in work I'm expected to work, not be dealing with personal issues. Maybe insurance companies employees are too busy dealing with their own issues to take my call?
Forgive my simplistic approach but I'm the customer and I expect the service to suit my needs not the retailers/brokers/tradesmen I'm paying.

The PM option is there.
If I listed every company that provides me with a service and leaves me on hold then we'd be here all day.
