Declaring mods I dont have
I have declared a front spoiler that I was going to buy off ebay and fit the next day, however it just so happened to sell 1 hour after declaring and before I could press "buy it now" so I now dont have anything to put on as it is a rare item.
Would it actually be a problem declaring something that isnt fitted to the car as I dont want to have to take it off only to find something in a few weeks and have to go through the process of putting it back on again.

Should be fine, if something happens and you don't claim for it.
Its only a problem if you have an incident and claim for something you didn't have.

Thanks for that.
The only thing I can think of is that they may say I am insured with a front spoiler which would give better handling than without therefor an accident is more likely, but if this was the case then everyone should gain reductions when fitting spoilers etc.
