Any Insurance Company That will Insure u without havin 1 yr experience with a scoob?

mates 21, coming 22
4 years no claims bonus, cant get a scoob because no one will insure him for under 4k or refuse to, due to not having a similar car before..
looks like he'll be going thru bell at £1100 fully comp and returning the car to standard for a year..
shame really. its nicely modded lol i feel more gutted than him
