Do pass plus to get a ~45% discount with Norwich Union Direct, I doubt you'll find anyone cheaper at the moment. £1400 isn't too far off what you'd expect for a 17yo though I'm afraid to say. After you get your first year of NCB (don't crash!) things get a lot better on low ins group cars

age 17, just passed test:
ford fiesta 1.25 zetec (74hp) £1300 norwich union.
They screw you over, even on a 500cc fiat chinkychento it will be 800+
but then i just got this quote:
age 20, 2yrs no claims
nissan 200sx s14a (200hp) £640 adrian flux
buy a shi**er for cheap wait 2 years then spend your cash on something fast, old-school supras, s13's, mr2's, celicas, preludes can all be had for under 2k now days

I echo the suggestion of pass plus.Companies like cis/tesco/direct line/privilege/provident (?) / norwich union etc all allow a decent discount but the price will still come at about the aa's price.
There is a way of spreading the load a bit and still earning some ncd with a policy just for six months which allows one year ncd at the end of six months provided you insure for a further twelve months with the same company ie you do not have the freedom to change insurance companies.Quoteline Direct in Manchester can quote you along these lines so why not try them ?
Best of luck
